Screening and record-keeping for suppressor transfers
SkipForm4.com is a screening and record-keeping tool for suppressor transfers under the Silencer Shop Foundation v. ATF injunction. It was conceived by FFLGuard and developed by FastBound to help their clients navigate these confusing times.
Dealers
Put a documented screening behind every sale.
SkipForm4.com asks your business and each buyer the screening questions for a suppressor sale without a Form 4 under the court order, and keeps the answers, signed releases and supporting documents as your record. A future administration may scrutinize every one of these transactions.

Buyers
Thinking about buying a suppressor and skipping the Form 4?
Protect yourself. Ask your dealer for the SkipForm4.com link or QR code. If they aren’t using SkipForm4.com, ask whether they have guidance from an attorney. If they don’t, be extra cautious. A future administration may scrutinize every one of these transactions.
You cannot start a screening from this page.
How it works
For dealers
- Register Enter your FFL number. We check that it is a current license before you continue.
- Pass your own screening Answer the seller screening questions. When you pass, you get a buyer link that will not change.
- Give buyers your link Share your buyer link, or print the QR card and keep it where buyers can scan it.
For buyers
- Scan Scan the dealer’s code with your phone’s camera, or type the web address on the card.
- Answer Answer questions about yourself and this sale.
- See the result and sign Your answers show whether the sale might happen without a Form 4 under a court order. If they can go to the dealer for review, you confirm your email address and sign. The dealer makes the final decision about the sale.
A screening and a record, not an approval
This tool does not authorize a transfer. It does not constitute approval, and it does not replace a seller’s independent verification obligations.
This is a screening, not an approval. The dealer makes the final decision about the sale.
Common questions
What is the court order?
It is the injunction in Silencer Shop Foundation v. ATF, consolidated with Jensen v. ATF. SkipForm4.com asks dealers and buyers questions that show whether a suppressor sale might happen without a Form 4 under that court order.
Who can use SkipForm4.com?
Dealers register with their FFL number, which is checked to be a current license, and must pass their own screening before they get a buyer link. Buyers start from a dealer’s link or QR code. The court order does not cover everyone. It only protects certain people and businesses named in the case, their members, and their customers. Living in a covered state is not enough by itself. The screening is for suppressors only. No other NFA items qualify.
Is this legal advice?
No. This check is not intended as legal advice and is for informational purposes only. For advice about your situation, talk to your own lawyer.
Does SkipForm4.com approve a transfer?
No. This is a screening, not an approval. It does not approve any sale. The dealer makes the final decision about the sale, and immediately before the sale the dealer must also confirm that every legal rule and requirement is met.
What happens if the result is “no” or “not sure”?
A “no” result means the purchase needs a Form 4. A “not sure” result means more information is needed: it lists the questions the buyer was not sure about, and when the buyer can answer yes, they can start a new screening. The regular ATF Form 4 process is always available.
What does the dealer keep on file?
The dealer agrees to keep every document this tool creates. That includes buyer and seller screenings, signed releases, plaintiff-connection papers, and proof for every suppressor transferred without an approved Form 4. These are the dealer’s own business records.
What happens to a buyer’s information?
The screening shows the buyer a Privacy Notice. In short: the dealer keeps what the buyer enters, their answers, their signature, any file they upload, and the result. The dealer does not collect a date of birth, ID numbers, license or permit numbers, or payment details. The information goes to the dealer and the dealer’s Transaction Partners, which the buyer’s consent defines. They get only what is reasonably necessary to evaluate, document, complete, audit or defend the transaction, or as the law requires. The record is kept with no end date.
Do the usual firearm transfer requirements still apply?
Yes. In the screening, the buyer acknowledges that the injunction applies only to the specified National Firearms Act (NFA) provisions and does not eliminate or modify any otherwise-applicable requirement under the Gun Control Act (GCA) or federal, state, or local law. The dealer commits to fully complete ATF Form 4473 and all required A&D record entries, and to run the required background check or accept a valid permit that the ATF allows instead, for every sale screened with this tool.
